FCC creates an Iowa State wireless test zone for rural and precision-agriculture research
The five-year zone can support wireless research on farms, including work with robots and drones. It does not replace an FCC program license, spectrum coordination, or FAA flight approval.

What changed
A real rural testbed now has an FCC Innovation Zone designation.
The Federal Communications Commission created the Iowa Innovation Zone on August 28. It covers Ames and nearby parts of central Iowa for five years. The zone is built around Iowa State University's ARA wireless living lab. Its purpose is to support rural internet research and new precision-agriculture work on crop and livestock farms.
An Innovation Zone is a defined test area for groups that hold an experimental FCC license. It lets them test advanced technology and prototype networks beyond a small campus or lab. The broader program can support 5G, 6G, and drones. In Iowa, the FCC points to ARA's commercial and programmable networks, Open RAN work, the Iowa State campus, Ames, and nearby farms.
Who can use it
The zone extends a program license; it does not open the spectrum to everyone.
The designation does not let anyone arrive and fly. A group must qualify for an FCC Program Experimental License and register the test in the FCC system. It must provide technical details and a contact who can stop the test. The work must stay within the zone's geographic and technical limits. The group must also coordinate with the National Science Foundation before testing starts.
Radio tests on aircraft get extra review. The FCC says some listed bands do not allow airborne use. It also warns that an aircraft transmission can affect users much farther away than a ground test. The FAA still controls aviation safety. A drone team may need separate FAA coordination or approval to fly inside the zone.

Hold the FCC license
Confirm Program Experimental License eligibility and keep the experiment within the zone's published technical parameters.

Register the experiment
Submit the call sign, test description, technical data, location, and stop-buzzer contact through the FCC system.

Coordinate spectrum
Work through NSF and observe the applicable notice period before transmitting.

Clear the flight
Obtain any FAA operating authority, airspace approval, aircraft compliance, and site permission the UAS mission requires.
What it means for drones
Wireless experimentation and flight authorization remain separate approvals.
That split matters for drone researchers. The zone can help an eligible institution reuse one experimental radio approval across a managed rural test area. It does not grant BVLOS authority, waive Part 107, reserve airspace, approve an aircraft, or allow a farm operator to test on someone else's land.
The same FCC notice renews four other zones for five years: New York City, Salt Lake City, North Carolina State, and Northeastern University. It also changes power, frequency, or geographic limits at several sites. The North Carolina State zone already focuses on aerial tests. Iowa adds a rural agriculture setting to the national research network. It is not a general-purpose drone park.
