Host: This is episode five of the Drone Authority study podcast, Operations and Aeronautical Decision-Making, which everyone shortens to ADM. Under the current PSI blueprint, Operations is twenty-five percent of the sixty scored questions, second only to Regulations. That makes it a major part of your score. But it is different from Regulations in a way that should change how you study. Regulations is heavy on fixed limits and numbers. Operations is about judgment: how you run a safe flight in the real world and manage the human factors that cause aviation incidents.

That distinction matters enormously for how you prepare. On Regulations you can win by memorizing a number cold. On Operations, you often cannot just memorize a number, because the questions are scenario-based. The test will describe a situation, a pilot facing a decision, conditions changing, something going wrong, and then ask you what you should do. So you have to understand why each rule exists, not just what it says, because the right answer flows from understanding the purpose behind the rule. The good news is that once you grasp the underlying logic, which is almost always be conservative and be safe, the scenarios start to answer themselves.

There is a recurring theme I want you to hold throughout this episode, and it is this: when in doubt on an operations question, pick the most conservative, see-and-avoid answer. The drone yields. The pilot stays responsible. Safety wins. Keep that compass handy and you will navigate the tricky scenarios.

Host: Let us nail down the core operating rules first, the foundation everything else builds on. There are four, and I will give you each one with the reasoning behind it. Rule number one, visual line of sight, abbreviated V L O S. You, the remote pilot in command, or a visual observer who is in direct communication with you, must keep the aircraft in unaided sight at all times. Unaided is the key word. Your ordinary corrective lenses, your glasses or your contacts, are completely fine, because those just give you normal vision. But binoculars, a telescope, or anything that extends your vision beyond natural sight, those are not allowed for maintaining line of sight. The whole point is that you can see and avoid other traffic with your own eyes, and a device that lets you see a drone two miles away does not help you see the helicopter about to cross its path.

Rule number two, right of way. Your drone must always yield the right of way to all other aircraft, manned or unmanned. Always. There is no situation where your drone has priority over another aircraft. You give way, every single time. The logic is obvious when you think about it: a manned aircraft has people on board, and it is bigger and faster and less able to dodge a small drone, so the burden is entirely on you to get out of the way. So if a scenario describes your drone converging with a helicopter, an airplane, anything, the answer is yield. You move. They do not.

Rule number three, you may operate only one small unmanned aircraft at a time. A single remote pilot cannot fly a swarm of drones simultaneously under standard Part 107. One pilot, one aircraft. Rule number four, you generally cannot operate your drone from a moving vehicle, with one exception: you may do so over a sparsely populated area. The reasoning is that flying from a moving car or boat in a populated area adds distraction and risk to people on the ground, but out in the empty countryside that risk drops enough that it is allowed.

Now step back and notice the theme running through all four rules, because spotting the theme is how you handle questions you have not seen before. The drone is always the one that yields. The drone is always kept in sight. The pilot is always responsible. Every core operating rule pushes toward caution and toward the human pilot retaining control and accountability. So when a question stumps you, ask which answer is the most conservative, the most see-and-avoid, the one where the pilot takes responsibility. That is almost always the right one.

Host: Now let me cover two areas that used to require special waivers and are now baked into the standard Part 107 rules, because the exam was updated to reflect this and old study materials get it wrong. The first is night operations. You can fly at night without any waiver, but two conditions have to be met, and the test wants both. Condition one, your drone must have an anti-collision light that is visible for at least three statute miles. That light makes the aircraft visible to others in the dark and lets you maintain orientation. Condition two, you must have completed the updated remote pilot training that includes the night-operations knowledge area. So legal night flight equals the light plus the training.

Let me emphasize that it is both, not either. A student answer that says you just need the anti-collision light is incomplete and therefore wrong, and so is one that says you just need the training. The FAA wants the hardware, the three-statute-mile anti-collision light, and the knowledge, the updated training that teaches you how night flight changes your perception and your risk. Light and training, together, and then no waiver is required. If a question claims night flight always requires a waiver, that is the old, outdated rule, and it is wrong under the current regulations.

Think about why the rule is built this way. At night you lose depth perception and your ability to judge distance and orientation degrades. The light addresses the visibility-to-others problem, and the training addresses the perception-and-judgment problem in your own head. The two conditions together cover both halves of the night risk.

Host: The second area is operations over people, and this one is governed by a category system that you should understand in broad strokes. Flying directly over human beings used to require a waiver in essentially all cases, but now there are four categories, numbered one through four, and which category you fall into depends on the drone's weight and the injury risk it poses if it were to come down on someone. The lighter and safer the drone, the fewer restrictions. The heavier and more dangerous, the more requirements apply.

You do not need to memorize every fine detail of all four categories for the exam, but you should know the anchor, which is Category one, the lightest and least restrictive. Category one covers drones weighing zero point five five pounds or less, that is two hundred fifty grams or less, and critically, with no exposed rotating parts that could lacerate human skin. If your drone meets that, small enough and with protected or non-lacerating props, it can fly over people with the fewest restrictions of any category. As you go up to Categories two, three, and four, the drones get heavier and the requirements get stricter, things like meeting injury-severity thresholds and additional operating conditions.

Outside the standing categories, standard Part one zero seven rules generally prohibit sustained flight over a person inside a moving vehicle. Section one zero seven point one four five is on the current waiver list, so an FAA waiver can authorize a different operation when the applicant demonstrates the required level of safety. The careless-or-reckless prohibition still applies to every category and is not on the waiver list. Safety is the floor under everything.

So to summarize the over-people piece: four categories by weight and injury risk, Category one is the lightest at or under zero point five five pounds with no exposed lacerating parts, no flying over people in moving vehicles outside the categories, and careless or reckless is always off limits.

Host: Now we get to ADM, aeronautical decision-making, the human factors heart of this topic, and here is wonderful news: this is pure, easy points if you simply memorize two short lists. The whole field of ADM exists because most aviation incidents are not caused by mechanical failure, they are caused by human judgment going wrong. So the FAA built tools to catch bad judgment before it causes a crash, and they want you to know those tools.

The first list is the five hazardous attitudes, the five mental traps that get pilots into trouble. Memorize them: anti-authority, impulsivity, invulnerability, macho, and resignation. The exam will describe a pilot's thinking, the thought running through their head, and ask you to name which hazardous attitude it represents. So let me give you each one with its telltale thought, because matching the thought to the name is exactly what the test asks.

Anti-authority is the pilot who thinks rules are for other people, who resents being told what to do. Impulsivity is the pilot who feels the need to do something, anything, right now, without stopping to think it through. Invulnerability is the pilot who thinks it will not happen to me, accidents happen to other people. Macho is the pilot trying to prove something, thinking I can do it, taking an unnecessary risk to show off. And resignation is the pilot who throws up their hands and thinks what is the use, there is nothing I can do, surrendering control of the situation. Rules are for others, anti-authority. Do something now, impulsivity. It will not happen to me, invulnerability. I can do it to show off, macho. What is the use, resignation.

And here is the layer that earns the points: each hazardous attitude has an antidote, a corrective thought, and the exam may ask for it. For anti-authority, the antidote is follow the rules, they are usually right. For impulsivity, not so fast, think first. For invulnerability, it could happen to me. For macho, taking chances is foolish. And for resignation, I am not helpless, I can make a difference. So learn the five attitudes, learn the giveaway thought for each, and learn the antidote, and this becomes some of the most reliable points on the whole exam.

Host: The second list is your personal pre-flight fitness check, and it has a memorable acronym: IMSAFE. Spelled I M S A F E, it reads like the words I am safe, which is the point of the check. Each letter is a thing to honestly assess about yourself before you fly. I is for illness, are you sick. M is for medication, are you on anything that impairs you. S is for stress, are you mentally distracted or overloaded. A is for alcohol, the obvious one. F is for fatigue, are you too tired to think clearly. And E is for emotion, are you upset or rattled in a way that will affect your judgment. Illness, Medication, Stress, Alcohol, Fatigue, Emotion. Run that checklist on yourself before every flight, and recognize it on the exam.

Let me drill into alcohol specifically, because the FAA has firm numbers here and the exam tests them. There are three rules, and you should know all three. One, no flying within eight hours of consuming alcohol. Two, never fly while impaired by alcohol, regardless of the clock. And three, never fly with a blood-alcohol concentration of zero point zero four percent or higher. Pilots have a catchy phrase for the first rule: eight hours bottle to throttle. From your last drink to your hand on the controls, eight hours minimum, you are never impaired, and you are always under zero point zero four percent. Eight hours, not impaired, under point zero four.

Alright, let me recap this whole episode, and then the whole series. Operations and ADM tests judgment through scenarios, and the compass is always to pick the most conservative, see-and-avoid answer. The four core rules: keep visual line of sight unaided, yield right of way to all aircraft every time, operate only one drone at a time, and no flying from a moving vehicle except over sparsely populated areas.
