Trump's Syracuse rally Friday and the Alabama-Georgia game Saturday bring presidential drone bans of 30 nautical miles and more

The FAA issued VIP flight restrictions under 14 CFR 91.141 for Syracuse, New York, on October 9 and Tuscaloosa, Alabama, on October 10. Drones are barred from the surface to 18,000 feet across rings of 32 and 30 nautical miles.

Decision brief

If you are within about 37 statute miles of Syracuse from 5 to 10 p.m. Eastern on Friday, or within about 35 miles of Tuscaloosa from 4 to 11:30 p.m. Central on Saturday, keep the drone in the bag. These rings are huge, they ban drones in the inner core and the outer ring alike, and federal agencies may seize or destroy a drone they judge a threat. The only way in is a Special Governmental Interest waiver from the FAA. Recheck the NOTAM before you fly anywhere near either city. The Tuscaloosa notice has already been reissued twice to correct its times.

The notices

Two presidential TFRs, posted the same morning.

The FAA posted two sets of VIP temporary flight restrictions on the morning of October 7. FDC NOTAMs 6/7868, 6/7869, and 6/7872 cover Syracuse, New York, on Friday, October 9. FDC NOTAMs 6/7910 and 6/7911 cover Tuscaloosa, Alabama, on Saturday, October 10. Each cites 14 CFR 91.141, the rule for flight restrictions near the President, the Vice President, and other public figures. Both notices carve out only approved law enforcement, military aircraft directly supporting the Secret Service and the Office of the President, approved air ambulances, and scheduled airline and cargo flights under TSA security programs. Neither names the person being protected. The Republican National Committee confirmed on October 6 that President Trump will hold a rally in Syracuse on Friday, with remarks due to start at 7 p.m. according to the invitation, as syracuse.com reported. WVTM 13 reported that Trump told a Mobile rally on October 2 that he would attend the Alabama-Georgia game at Bryant-Denny Stadium, which kicks off at 6:30 p.m. Central on October 10.

The rings

The Syracuse restriction runs from 5 p.m. to 10 p.m. Eastern on October 9. It is centered on the Syracuse VORTAC's 158 degree radial at 6.2 nautical miles, at 43°04'28"N, 76°07'38"W. The inner core is a 12 nautical mile ring, about 14 statute miles. The outer ring reaches 32 nautical miles, about 37 statute miles, two miles wider than the Tuscaloosa ring. Both run from the surface up to and including 17,999 feet. Inside the inner core, all flights are prohibited except the carve-outs above. In the outer ring, crewed aircraft may arrive at and depart from local airfields on a flight plan with a discrete squawk code, but no one may loiter. Emergency and life-saving flights must coordinate with air traffic control at 315-426-4727 before departing.

The Tuscaloosa restriction runs from 4 p.m. to 11:30 p.m. Central on October 10. Its center is on the Brookwood VORTAC's 264 degree radial at 16.2 nautical miles, at 33°12'36"N, 87°34'09"W. The inner core is 10 nautical miles, about 11.5 statute miles, and the outer ring is 30 nautical miles, about 35 statute miles, both from the surface to 17,999 feet. The notice has already been reissued twice: 6/7910 replaces 6/7909 and 6/7911 replaces 6/7906, both listed as time corrections. Emergency flights coordinate with air traffic control at 205-769-3890. The window wraps the whole game. The FAA's standing stadium rule bans drones within 3 nautical miles of an NCAA Division I football game from one hour before the scheduled start to one hour after it ends, so for a 6:30 p.m. kickoff that ring would have started at 5:30 p.m. on its own. As of the morning of October 7, the FAA list showed no separate drone-only 'UAS Public Gathering' notice for Tuscaloosa.

Before you fly

Core or ring, drones are out. Only an SGI waiver gets in.

For drone pilots, the difference between core and ring does not matter. Section C of each NOTAM lists unmanned aircraft systems, along with model aircraft, among the operations not authorized anywhere inside the TFR. Section D warns that under 10 U.S.C. 130i and 6 U.S.C. 124n, the Departments of Defense, Homeland Security, and Justice may interfere with, seize, damage, or destroy a drone they deem a credible threat to protected people, facilities, or assets. The only route in is a Special Governmental Interest waiver filed at waivers.faa.gov through the FAA's System Operations Support Center. First responders with an emergency can call the center at 202-267-8276. The FAA asks every operator to check NOTAMs again before flying, since the times and areas can change.
