Croatia is practical for prepared pilots, but operator registration alone is not enough. Non-toy flights require Croatian airspace approval, and aerial imaging can trigger a separate clearance.
Bring it
Personal-use equipment may qualify for temporary-import relief when re-exported. Aerial recording, protected areas, commercial equipment, and non-recreational operations can add imaging, insurance, property, or customs requirements.
Register it
Use an existing EASA operator registration, or register with CCAA if Croatia is the first EASA state where a non-EASA resident will operate. Registration generally applies at or above 250 g and to camera-equipped aircraft unless classified as toys.
Fly it
EU Open Category rules apply, but non-toy flights also require prior Croatian airspace approval through the AMC Portal.

Prior airspace-management approval is required for non-toy UAS operations. Use AMC Portal Mobile for eligible UAG operations and the web portal for other zones or advance reservations.

- 120 m from the closest point of the earth's surface in the Open Category.
- Recreational
- EU Open Category rules apply, but non-toy flights also require prior Croatian airspace approval through the AMC Portal.
- Commercial work
- Paid status does not determine the EASA category. Low-risk work may remain Open; higher-risk work requires Specific Category authority. Croatian aerial photography normally requires separate State Geodetic Administration clearance.
